As a huge blob, you should be able to pass all the rest of the reforms within a year by gaining. If you're France, release Normandie, Berry, whatever. If there is a large nation, you may need to take some land from them before you can force convert them. Try not to take land, just keep forcing HRE members to release nations and force conversions to protestant.
